I did some checking. I have two applications on the server where it occurs. One never has this problem. So, this only happens on one application only. Both have the same Web.Config file. They also have the same Bin folder definition, thus Framework.dll and Application.dll, where Application changes for the application is represents. I checked the application pool of each of them. They are the same. I also checked the IIS properties of each. They are the same. I went into each project and checked the project properties. They are the same. I just cannot find what is causing this 15 compilation message to keep bugging me every 15-25 minutes.
