Had the same issue with a new computer loaded with Windows 7
There is a link in the load that was broken when an older version of some other Microsoft product was installed after the Outlook application.

For me it was Access 03 installed after Outlook 10. The Access install broke the link. I have heard that the Visio install also breaks the link.

Reinstall Outlook will correct it.
