( update - the emergency qb has to play or be replaced by someone other than first 2 qbs prior to 4th quarter under *any* circumstances if activated under the emergency rule as a 46th man on the gameday roster.)

Ah, just researched it. Interesting. It seems the #3 would be a 46th man on the game day roster and hence the restriction (prior to 4th quarter) But I suppose you could carry 3 qbs on a 45 man roster, without having to designate one as "emergency qb" e.g. Cribbs for the Browns.
So the guy holding the clipboard is not on the game-day roster but could be the 46th man in emergency situations.
I guess it makes sense.
