german legislation won't go for such wishy washy - if you own a device able to receive (even if it is a PC) it makes no difference at all if you don't listen to the gov created channel or don't receive any broadcasted material at all. You have to pay.

Welll... those enforcement officers will get official data like who livers where, but have no right to enter the premises. As more and more declare not to own such a device, the legislation will probably be based on households in the future - not totally clear for me at his moment (it's only a nuisance, and they will fleece you even more if they need it, remember 2008...)
