It has to come from some where and the DEA and special forces (who rotate in and out of that duty) are still raiding marijuana growers. Most is not publicized but recently one was:

If they legalize it but continue to crack down on growers then the market from outside the U.S. will only increase.

Frankly, I think it should be treated like alcohol including tests for driving under the influence, etc.
