McDonnell was correct. Here is the wording.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

If you remember your history, immigrants came to this country because England required citizens to join their church. The separation language came from one of the letters written by, if memory serves me correctly, Jefferson.
