I don't know about any wrappers, but ISTR someone talking about the possibility of using an intermediate database server and setting up the construction application's database as some sort of "linked" database i.e.
        32-bit driver      64-bit DB Server                         
VFP -->  ODBC/OLEDB   -->  SQL Server Express,  --> 64-bit ODBC  -->  64-bit Construction
          or ???            SQLAny or ???            driver              Database
