I use a package called Graphics Converter by IMSI which does an excellent job of resizing icons, or turning ANY graphic image into an icon (or any other kind of graphics image -- for example from GIF to BMP). I couldn't do without this package when developing -- helps me make my screens look hot!

BTW, this package also has a screen capture facility for doing those pesky users manuals!
