In my case, the pdm.exe file is located in the folder:
 d:\work\util\pdm
but the output of the html files it to
 c:\users\matt\pdm
and the css file is located here:
 d:\work\util\pdm_my\foxw.css
So, you see that some files are on the D: and some are on C:

Perhaps you should make the path to the CSS be relative to where the html files are located, which may not be on the same drive letter as where the pdm.exe was located.
