AFAIK, the MSDN licenses are the same, but Action Pack has additional requirements.

This one allows the Windows 7 Ultimate 64 bits version as well as the other software bundled in the Action Pack. Is this pretty much the difference between the MSDN Professional with Visual Studio subscription and the Action Pack? There was also a concern about getting the Office suite but I do not think neither one is offering it.
