Interesting. Of course, not paying to receive calls is normal and always has been in some parts of the world. ;-) In such places also you can distinguish a cellphone from a landline because rather than an area code, cellphones have a standard prefix owned by the provider. E.g. my Vodafone UK phone has a 7870 prefix that tells you it's a cellphone.
