When I click on one of the menu items that is supposed to open a form I get a VFP can't find procedure error. The procedure is the code that opens the form.

I understand your menu does not work on your pc in development - it works ok in the exe. It also works in development on an other pc.
I would think vfp needs to be reinstalled on your pc. And yes you are bitten by an old vfp-system. Time to upgrade my friend.
