If you make changes to your HOSTS file, you may need to restart the computer for them to take effect.

If you change the Apache config file, you probably need to restart its service, as Rick points out. Also as Rick points out, if you don't need both servers simultaneously, you could stop the Apache service while you need to work with IIS.
