You can find information on UAC in the dev guide under the installation section however with Windows XP this won't be relevant. The devenv is run from a Visual Studio command prompt and can be found in the program group under Visual Studio Tools. I know others have had this same result and had hoped someone who solved it would jump in with some other ideas. There is also some information about the MM Templates in the dev guide under Appendix G that may be helpful in troubleshooting this.
