Would it not be better served to set the security at the database-level?

>I have a program that lets some users select one of 3 data connections to use for the program (e.g., test, pre-production and production). I get a connection error when setting security, even when the selected data connection is the default connection. If I modify the app.config file so there is only one data connection everything works just fine. Is this a bug or is there something else I need to do to get this to work?
