Even the Silverlight for Windows Phone 7 site install is not allowed on the Windows 7 phone.

MS has said from the beginning of the Windows Phone 7 announcement that it would only support silverlight out of browser for the first version. If you want to install a silverlight app, just run it out of browser. Its a simple switch in a configuration file.
