Thanks for your help Rick and Ed. It turns out it was the "autoendcap" setting in netware. In Win3.1 this was easy to set and find, in Win95 it is buried in the network properties.

The troubleshooting was complicated by a "helpful" guy from IS who fiddled with the application shortcut on one machine. He had configured it to run a batch file that captured the printer in command (dos) mode. Arg.
