I read somewhere a couple of years ago that failure to yield the right-of-way is the #1 cause of traffic accidents - so having those camera's in place surely would help. The issue with the courts USUALLY seems to be the infamous "who was driving" problem.
Another thing to keep in mind is that when it comes to driving - it's not a "right" - it's a "privilege".
