I guess it partly depends on the volume of verifications required.
If all of your customers who require the verification servce have internet connections I'd go for option one - keeping a local copy of a large database updated regularly is a pain.
Alternatively could you code to allow customers to choose between the first and third options?
In my experience any data provider is going to make a *very* steep charge for the use of data as in option 2 - if they allow it at all. You would essentially be buying one copy of the data from them but distributing to a potentially unlimited number of users (aka their potential customers)
