Now my wife would say "predictive programming" - getting people used to all the stool years before it's physically dumped on everybody.
The more I learn of the current world, the more I think that 1984, "Brave new world", "We", all the myriad of mediocre SF which starts with a catastrophe and then the remainder of humanity reverting to clans or feudalism - were not social critiques. They were the project, or education for it.
