I think the difference lies in the political perspective: conservatives see her as a kook and dismiss her. Liberals see her as a kook and keep her plastered all over the news trying to hold her up as a representative of all conservatives.

As to the map and crosshairs - she used language that was clearly inflammatory and went beyond any acceptable discourse. It was clearly meant to denote targets. She even used the term cross hairs and targets together.
