OK. I have seen that file cause problems before, and recreating did fix on those occasions.
My only other suggestion would be to remove any non Microsoft or non-HP hardware from the mix and see if that helps (I'm assuming you've already done that).
Past that, I'd yell at HP and tell them you want a fix - if they have no other suggestions then you want a replacement laptop.
I use hibernation on my laptops a LOT. Not fast like suspend/resume, but no dead battery after waiting too long either.
