In my house, the rule was that if you wanted your clothes washed on laundry day (set days each week), you brought the basket of dirty clothes to the laundry room. Once laundry was done, it was your responsibility to retrieve the basket and any hanging items.

This worked really well with one of mine. The other had his room right next to the laundry room, so tended to use the laundry room as an extension of his closet, collecting the basket only just in time to refill it.
