So an indie production can just go out and churn a few thousand copies and offer them to theatres, and offer caseloads of dvds to stores, without ever having to mention a rating anywhere?

If the answer is not an unambiguous "yes, it happens all the time", then replace "movie industry" with "MPAA monopoly".

Nice omission about the FCC. I assume they ARE the censorship.
