Then, on the ToolStrips at the top of the IDE, there are two icons, one for commenting, one for uncommenting. If you hover your mouse over the ToolStrip, you'll see which ones they are ... the uncomment one has a curly arrow with some lines under it. I suppose I could attach a picture if you can't find it. They have keyboard shortcuts too, but they're a pain and I prefer to click the ToolStrip. The shortcuts are (Ctrl+E, C) and (Ctrl+E, U).
