Look at
http://www.panoramio.com/user/63118/tags/colors and check the locations. In the US, it's few select spots - vehicles on Manhattan (not buildings!), the beach, Chinatown and Main street in Richmond, VA (the rest of the city is... well, lucky the bricks aren't gray). Over here, it's pretty much anywhere.
Haven't been to Belgrade yet. I remember a few really dull places downtown, where the preservation of façades was understood as not ever washing them, so along with the pockmarks from WWII they also have the memorable layer of soot from all those years when the houses were heated by coal. But apart from that, from what I remember from 2005, it's quite colorful. I was just shocked (and sorry my camera was buried so deep in my bag) when I saw a building with a vast ironwork support on the outside, which was #ff0000, or brighter. My city has sponsored a few graffitti artists (with some media attention, spray cans and probably beer) to cover some of the uglier walls. And even the fence of the custom office's yard is red.
Colorwise, I made the right move :).
