IIRC he was born in the Canal Zone to American citizen parents. The Panama Canal Zone was a US territory at that time.

Unlike Obama, he had documentation to prove he was a US citizen (not statements from people that they had seen his name on a list at the hospital in Hawaii, or pictures of sections of what is supposed to be newspapers announcing someone with that name's birth).
