Nothing that will work.
What I will have the client do is to pull FoxPro off all the local hard drives. Then install Foxpro Lan Extended on the Network and use their network monitoring software to limit each users to only one instance of FOXPROLX.EXE. Not the solution we were looking for because of all the leg work and restructuring but if they want to do it then fine.
