Most likely your exe is not running as administrator - try running your exe as administrator (right click on the exe and choose run as administrator -- if you are prompted for a password then you or the user is logged in as a standard user without admin privileges) and see if the "access denied" message goes away...(BTW, that directory path only exists on 64-bit Os's...)
