It's all happening so fast that it's difficult to judge still. It's still in the 'fear' stage and not yet I wouldn't say. We expected these declarations to come about as a part of the process. It's good that there is media attention to the fears and concerns so it can be resolved now - let's see if the foreign nations jump on it to put pressure on the military....
