From what I've read Silverlight is the technology Microsoft wants used for Windows Phone 7 app development (today anyway). I wouldn't count on it for other phone devices.
Microsoft has apparently decided Silverlight is not the technology for general web development. They seem to be pushing MVC for that (amazing leap backward from ASP.NET IMHO).
