A couple of things:

1. Are you using IE? VBScript and ActiveX don't work in FireFox.
2. Is the ActiveX control installed on your computer? Either the web page automatically downloads it, or it is expecting the software to already be installed. If not, download one of the SigPlus packages and install it. Neither requires the device to be connected to instantiate the control. Of course, you'll need it to actually capture a signature.
