In your situation, I'd contact your ISP to make 100% sure they allow passive FTP (i.e. they're not by default blocking the ports passive FTP would use).

The server is a hosted server through a third party (1&!) so I do not have access to their firewalls nor do I think this is the problem. As far as passive FTP is concerned, I have not set up anything to allow this or disallow and I am not sure what to do here.

>>FTP initial connection is over port 21. If passive FTP is used, then the FTP server will have defined a range of ports (usually at least 20, often in the range of 50000-60000) that are used for passive mode.
>>
>>If the 2008 server is behind a firewall or NAT router, that device must be configured to forward incoming traffic on the passive port range to the 2008 server (as well as forwarding incoming port 21 traffic). Look for a "port range forwarding" feature in its configuration.
>>
>>I don't know any of the specifics of how to find out the passive FTP port range on the FTP server in 2008 but it should be available somewhere in its properties. Hopefully, setting up the FTP role will have automatically opened the necessary ports (21 and the passive range) on any Windows firewall on the server itself.
