You may write a little app in any VFP you choose, which will wake up once every, say, five minutes, open and close all of the tables (maybe write and revert changes to some dummy record). The trouble you're having is that the directory info for the tables is not written back to disk until the tables are closed.
If their apps are using the tables exclusively... tough luck.
