If they're on a public sidewalk, and they're not carrying weapons (thus suggesting they mean to actually do something other than chant), yep.
When neo-Nazis decided to hold a march in my town, I was part of the group that chose to have a multi-cultural celebration event elsewhere at the same time, rather than a confrontation counter-protest. (FWIW, when they couldn't get the desired reaction, the neo-Nazis decided not to come after all.)
