NT 4.0 cannot directly access a FAT32 partition. At the moment, only Win95 OSR2.x and Win98 can access a FAT32 partition directly (any version of Windows can access data on a FAT32 partition accross a LAN).

In order to install NT on a system, the system partition (the first active primary partition) must be either FAT12, FAT16 or NTFS; in some cases, third-party boot managers like System Commander can be set up to switch active primary partitions on the boot drive.

NT can handle FAT16, and on a machine with a FAT16 system partition, a dual boot environment can be set up; it's easiest when Win95 is installed first, but there are detail instructions on the Win95 CD on how to add Win95 to NT in a dual boot environment.
