To me your question implied that you expected the relationship between upload and download speeds to remain the same in both cases. If that wasn't the case then why mention the upload speed ?

Simple, but unlikely scenario:
Your ISP provides an asynchonous 20/6 connection.
Your CAT5 link has 1GB synchronous so you get the max 20/6
Your wireless link only has 8Mbs synchronous so you get 8/6
