VFP5 doesn't natively support form scroll bars. What you are seeing ar the scroll bars of the designer window. There are a couple of things in the libs here to allow VFP5 forms to scroll. Although most UI design guidelines recommend against scrolling forms.

VFP6 has added the ability to scroll forms.
