Yes it has an 11.6" capacitive touch screen and Windows7 has native tablet feature built in (check the Control Panel/Turn Windows features on or off/Tablet PC Components). Depending on your own preferences, you an also tweak Windows GUI to enlarge the buttons, scroll bars, use flicks, etc.

Having said that, the whole touch experience is ultimately dependent on the program ("app") that you are running in Windows. It needs to be designed with users' fat fingers in mind. A stylus also helps for accuracy while keeping the glass clear of smudges and smears :)
