Sorry for the delay...

It's a standalone Windows XP computer. They are using Yahoo to send email. The computers are "locked down".
I have not seen this message on ANY of the Windows 7 computers that we tested on.

Working on testing the nMailMode=2 parameter.

I was given a piece of XML code for a custom policy:
IPermission class="SmtpPermission"

version="1"

Unrestricted="true"

But I am not sure how to implement it and don't think I want to mess with their computers local security.
