I ran into this problem a few weeks ago. The compiled app would work fine on my machine, but not on others' machines. Apparantly, when the form determines whether there should be scroll bars, it ignores objects with borders that extend beyond 1024 pixels high or wide.
I 'solved' this problem by putting a small(22*22) command button on the form at 990*990. In the form's Show event I load the bitmap, check it's width and height, and move the command button further. Removing the command button caused other problems, including screen corruption.
I still get screen corruption on some screens when I scroll the image down past 1024 pixels. (I suspect this is happening only machines with new-fangled 3D cards.)
