I have recently been involved in a "proximity card reader" and punch clock.
The reader reads a chip on a card and returns a encrypted number, where once you know the formula to decrypt in it returned the information I needed.
But you have to know the formula to decrypt it, and this came to me with a written authorization from the customer to the manufacturer of the cards and the reader. The proximity reader came from Kantech (http://www.kantech.com/products/rkc_home.aspx), the would never issue the formula until they received this authorization. The method of decryption was a mix a binary and Hex value etc...I am sure most of these chip cards run in a similar fashion, with proprietary methods of encryptions.
