You need to purchase a document scanner that scans the card, reads the MRZ string and returns all information to your program in XML format.

You need a scanner because without the MRZ information the chip cannot be opened, that is called BAC (Basic Access Control).

Those machines are relatively expensive, around 3000 USD. Brands are for example M3, L1, Dermalog and are usually used at airports.
