wwPDF is part of Web Connection, so no legally you can't use it on its own.

It basically handles driving the PDF driver through the VFP report engine,
allowing you to create PDF output from FOX reports so it may be sent
back directly to a Web page. Output can be sent to a file or a string
so you can return it as HTTP content.
