usually u can find API functions in the
Kernel,User,GDI I don't remember the extentions in win3.11 (most probably .dll though if not than maybe .exe)\

the win32 API is stored in
KERNEL32.dll, GDI32.dll,USER32.dll,ADVAPI.dll and MPR.dll
