The counter was initially introduced with unique access only. But, that was not a good representation. Its initial focus was to know about its access in term of popularity. Of course, you can click any time you want to increase the counter. But, in 99.9% of the time, we do not expect someone to simply waste time and try to increase a counter.

So, this gives us an idea on how often a message is accessed. If a message is referenced several times from other messages, then, this is a good representation as it provides an idea on the quality of the message. The same goes with a message marked as a solution or as a help. It will be frequently accessed from a certain period of time and/or later on in the future.
