Do you, by any chance, have Form set to AlwaysOnTop? And form2 isn't?

>In a FormSet I have two forms. Form1 is my main form and Form2 is the other form. I set both of these forms with Window Type = MODAL and ran the form. When I clicked on a command button from Form1 to bring up Form2 I noticed that if I clicked on the background, Form2 is behind Form1. What do I have to set in order to make these forms MODAL? Any help or suggestion is appreciated.
