>>If we learn to program by best practices rather than walk before you run thinking, this kind of thing would not happen, IMO.

I think we're all in agreement... but a seasoned campaigner such as yourself will agree that we can't always control the "raw product" that presents to us. There are numerous business, budgetary and technical reasons why redevelopment may not be a practical solution to this immediate crisis, in which case our urgings about best practice may come across as "shoulda, woulda, coulda". In his shoes, I think I'd do my best to figure out what is wrong on the single bad PC to avoid a risky urgent redevelopment- though in the end that may be the only alternative. Hopefully the OP will come back and tell us how he got on.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
