I am sympathetic to your position. fwiw, not everybody will be aware that dbf combo loading under VFP9 can be instantaneous with 12K records.

Try performing a simple SELECT * against your customer dbf from the affected machine. You can do this using foxcommand or similar. If it's quick, then maybe the network is fine and you need to think about the PC. Check out your memory settings- are you setting sys(3050)? You need to, especially on a PC with more than 4G RAM. Believe it or not, VFP hums along with a maximum of 32M RAM, e.g. see Woody's comment here: http://rickschummer.com/blog/2008/07/todays-fun-vfp-6-memory-limitation.html . In addition, check whether the network guys have put a throttle on apparent large file transfers: VFP can move data very quickly, maybe they're treating you like a torrent and throttling. Finally, check the machine's swapfile settings: you want VFP to use its own disk spooling mechanisms rather than treating swapfile as RAM.
