Aside from FDISK/FORMAT to reformat the drive, you could use something like SpinRite to optimize the disk - tell it to optimize free space as well and it will do a fair job scrambling erased file space.

Norton used to have something to clear erased files, but I'd rather format a drive than put Norton on it.
